Apple's Live Photo format caps at roughly 5 seconds. Anything longer gets truncated during conversion. Aim for 3–4 seconds of clean motion — a wave crashing, steam rising, one turn of your kid's cartwheel.
Android wallpaper apps loop whatever you give them, but longer clips mean bigger files, more RAM and more battery. Between 5 and 15 seconds you get variety without cost. Most of the best-looking wallpapers stay under 10.
